PayPal does work for an Indian seller when the person paying is outside India. It does not work as a UPI button for a buyer in the same country. Their India merchant fee page, last updated 28 Mar 2024 and fetched 4 Oct 2026, says it in one line: for India users, they only support international payments. If your buyer is on Instagram with GPay or PhonePe, this page is the wrong till.

Does PayPal work in India?
For a payment from another country, yes, on the terms of that fee page. PayPal defines a domestic transaction as one where the sender and receiver are both residents of the same market. An international transaction is when they are residents of different markets. Then the India section says: for India users, we only support international payments. There is no India-to-India commercial rate on the page.
That split is the whole answer for a creator. A client in the US, UK, or anywhere PayPal treats as outside India can pay you. A buyer in India who only has UPI cannot use this account to pay you in rupees. The fee page does not name UPI, PhonePe, or GPay. Do not add them because a blog did.

The fee rows that matter
Commercial transactions, in their definition, cover buying or selling goods or services and other commercial payments. The receiving table says: where the sender's market is outside India, the rate is 4.40% + fixed fee. If that payment arrives as Indian Rupee, the fixed fee row is 3.00 INR. If it arrives as US dollars, the fixed fee row is 0.30 USD. Quote the currency you actually receive. Do not add ₹3 on top of a dollar receipt, or $0.30 on top of a rupee receipt.
Two conversion rows sit on the same page, and they are not the same 4.40%. When you convert a balance or a payment you received into another currency, the fee is 3.0% above PayPal's base exchange rate. A separate table, conversions in all other cases, lists Indian Rupee at 4.00% above the base exchange rate. Use the row that matches what you did. Withdrawing a business balance to a bank account is No Fee when no currency conversion is involved.
Micropayments are not the default. The page says they need an application and pre-approval, and that if you upgrade, the micropayment rate applies to all commercial payments you receive. That international micropayment rate is 6.00% plus a smaller fixed fee (₹0.25 if the currency is Indian Rupee). Leave it unless PayPal has approved it on your account. A standard dispute fee on the same page is ₹580 for Indian Rupee. The high-volume dispute fee row is ₹1,160. Those are dispute fees, not the fee on a normal sale.

What to use for an Indian buyer
If the person asking for the PDF is in India, send a rupee price and UPI. A short check before you send the link
- Open paypal.com/in/business/paypal-business-fees and confirm the 4.40% row and the fixed fee for the currency you will receive.
- Ask the payer which country their PayPal account is in. If it is India, this page says that payment is not supported.
- Write down whether the money will arrive in INR or USD, so you quote ₹3 or $0.30, not both.
- If you must convert that receipt into another currency, use the 3.0% row for payments received, not the 4.40% receiving fee, and not the 4.00% other-conversions row unless that is the conversion you are making.
- For a file your Indian buyers want, publish the rupee price and send that link.
