You can open a Patreon account from India. That is not the same as every Indian fan being able to pay you every month. The useful check is what their own help says about member payments and payouts, then whether your buyers actually have that payment method.

Is Patreon available in India?

Yes for a creator account. Patreon's payouts guide for creators outside the US includes India in the local-currency bank transfer table, with INR as the currency on that row. The member-payments article for India (updated 12 Oct 2023 in that indexed copy) says new Reserve Bank of India rules led to industry-wide recurring payment declines. Patreon says they cannot guarantee that any recurring payment will be successfully processed. That is the part that decides whether a membership 'works' for an Indian supporter, not whether the signup form loads.
